Here's something intresting for the pro-gun crowd and it didn't come from Texas or the Deep South. I have to wonder if Vermont has the third lowest crime rate in the nation, who has the lowest? I know that D.C. has the strictest gun laws and probably the highest crime rate in the nation. I read before that gun ownership and crime rates go together, the the more the lower and the less the higher.

Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont’s own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere.

Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 fee to the state. Thus Vermont would become the first state require a permit for the luxury of going about unarmed and assess a fee of $500 for the privilege of not owning a gun.

Maslack read the "militia" phrase of the Second Amendment as not only affirming the right of the individual citizen to bear arms, but as a clear mandate to do so. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals.

Vermont’s constitution states explicitly that "the people have a right to bear arms for the defense of themselves and the State" and those persons who are "conscientiously scrupulous of bearing arms" shall be required to "pay such equivalent." Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to "any situation that may arise."

Under the bill, adults who choose not to own a firearm would be required to register their name, address, Social Security Number, and driver's license number with the state. "There is a legitimate government interest in knowing who is not prepared to defend the state should they be asked to do so," Maslack says.

Vermont already boasts a high rate of gun ownership along with the least restrictive laws of any state. It’s currently the only state that allows a citizen to carry a concealed firearm without a permit. This combination of plenty of guns and few laws regulating them has resulted in a crime rate that is the third lowest in the nation.

This makes sense! There is no reason why gun owners should have to pay taxes to support police protection for people not wanting to own guns. Let them contribute their fair share and pay their own way.

While this sounds good Don't misinterpret my beliefs on gun ownership (You could classify me as a pro gun second amendment Supporter) but If we look at the health care Issue, we have the Liberals wanting to pass a bill that would fine those who elect not to have Insurance with a $3500.00 penalty as well as Drastically increase everyones taxes. However on the other side of the fence we have this Rep from Vermont who wants to fine/tax anyone who does not want to carry a firearm, Does this not sound Hypocritical? The only difference I see between the two schemes is they are from the other side of the fence with varying degrees of Govt Bureaucracy. My main belief on those 2 above mentioned subjects is that they are work-arounds for a root problem that the powers that be refuse to address either because they are benefiting from them or they are just too cowardly or have had their hands tied behind their backs by Ultra liberal agenda. Just my .02 cents- Rant off.

Getting fined for stuff you cant afford in the first place....hmmm. I am sure if health car was affordable..more people would have it. However..it shouldnt be at the expence of other tax payers. Guns....EVERYONE SHOULD HAVE ONE! If you dont think you need one..get raped..then I'll ask you again. Let you daughter get murdered in front of you and I'll ask you again. Not talking to anyone in peticular there! History has shown that more guns in citizens hands less crime and less equals more crime. Good people = Good Guns...Bad people = Bad Guns. Lets concentrate on getting those who need them guns and those who dont none instead of trying to ban them. But if they cant ban them they will try other methods such as taxes and bullet control.

Good points! Gun ownership is always a Hot topic as far as I'm concerned, it is a Fundamental Freedom. It is also a freedom to choose to own and not to btw but be ready to accept the consequences in todays society(I've never heard of a Rapist/murderer be thwarted by harsh language vs. a well aimed round from a .45 acp). I choose to own a Firearm and understand why I need to own one and be proficient in it's use. I also understand that with someone who cannot afford Healthcare may not be able to afford a Firearm(anyone ever experience the joys of living paycheck to paycheck as a civilian or being poor?). With that being said, It infuriates me considerably that most of these crimes such as " watching your daughter be murdered in front of you" are usually committed by Individuals that have criminal records that are the size of a phone book and ARE STILL ON THE STREETS after numerous Identical crimes. My personal belief and it may be a fact that the judicial system is broken and not doing it's job, there is too much Human "Atrophy" walking around with a sense of Impunity that should have been executed long ago. These gems of society were in the system and released, Why they were never given a 100,000 VAC enema and cremated befuddles me. We are already paying taxes to have people Interperate and enforce the law and with this we would allow them to "double-dip" for a service that has already been paid for. My question: where is the accountability for our taxes, why do these people keep getting let off after numerous incidents? I'm not slamming the guys who do the beat on the street, I'm pretty sure they have the same questions as this situation is probably overwhelming them. The main thing is while I believe the same thing that every person should own a gun, understand how to use it and why they should have one, I know that we all have a choice to either own or not to and that needs to be respected. BTW, by making a list of who doesn't own a firearm and through a process of elimination the Vermont Govt will essentially know who DOES own a firearm- That smells like a passive way of firearms registration to me.
