I think in any situation where it actually means something to you that Quality always beats out Quantity.

Quality - is always more in cost and time to achieve but will last longer and be better in the long run.

Quantity - is important to warfare - its the law of attrition (ex. if you expect 20% losses in a certain battle but you have 3 times as many troops at the enemy then Low-tech will beat Hi-tech

they lost due to quality also. when they changed the angle of attack ( increasing quality of of said attack ) the 300 lost. due to both quality and quantity
