On this day in 1955, the Ford Foundation made the biggest donation to charity the world had yet seen: $500,000,000 to hospitals, medical schools, and colleges. The Ford Foundation supported many other charities, and is still active today.

Pennsylvania ratifies the Constitution
On this day in 1787, Pennsylvania becomes the second state to ratify the Constitution, by a vote of 46 to 23. Pennsylvania was the first large state to ratify, as well as the first state to endure a serious Anti-Federalist challenge to ratification.
Pennsylvania was the most ethnically and religiously diverse state in the new nation. One-third of Pennsylvania’s population was German-speaking, and the Constitution was printed in German for the purposes of involving that population in the debate. The chairman of the Pennsylvania ratifying convention, Reverend Frederick Augustus Conrad Muhlenberg, was the son of the leading German Lutheran minister and grandson to Conrad Weiser (1696-1760), who had been a leading colonial Indian interpreter and German-speaking political leader. The leader of the Anti-Federalist opposition was the Delaware-born Scots-Irishman Thomas McKean. Future Supreme Court Justice and Scottish immigrant James Wilson was the most articulate defender of the Federalist cause.
Pennsylvania drafted the most radical of the state constitutions during the War for Independence. By excluding Quakers and all other pacifists unwilling to take oaths of allegiance to the Revolutionary cause, a fervently anti-British and anti-Indian Scots-Irish faction had seized power for the first time in the remarkably diverse state. Only when pacifists were again able to exercise the franchise in peacetime was it conceivable that the more conservative U.S. Constitution might pass in Pennsylvania. Large states had the most to lose by joining a strengthened union. James Wilson’s genius in describing the nature of layered sovereignty in a federal republic, using the solar system as an analogy, was invaluable in convincing Pennsylvanians to ratify. Anti-Federalists found themselves in the hypocritical position of criticizing the federal Constitution for failing to codify the freedom of religious practice they had actively denied their fellow citizens during the War for Independence.

The Queen of Mean is sentenced to the slammer
Leona Helmsley, nicknamed the "Queen of Mean" by the press, receives a four-year prison sentence, 750 hours of community service, and a $7.1 million tax fraud fine in New York. For many, Helmsley became the object of loathing and disgust when she quipped that "only the little people pay taxes."
Leona's husband, Harry, was one of the world's wealthiest real estate moguls, with an estimated $5 billion to $10 billion in property holdings. The couple lived in a dazzling penthouse overlooking Central Park and also maintained an impressive mansion in Greenwich, Connecticut. Leona, who operated the Helmsley Palace on Madison Avenue, was severely disliked by her employees.
Though they lavishly furnished their homes and hotel, the Helmsleys were curiously diligent about evading the required payments and taxes for their purchases. Much of their personal furniture was written off as a business expense, and there were claims that the Helmsleys extorted free furnishings from their suppliers. Contractors were hardly ever paid on time-if at all-and many filed lawsuits to recover even just a portion of what they were owed. Leona reportedly also purchased hundreds of thousands of dollars of jewelry in New York City but insisted that empty boxes be sent to Connecticut so that she could avoid the sales tax.
Given her offensive personality, many were quite pleased by Leona's legal troubles. Even celebrity lawyer Alan Dershowitz could not win her immunity from the law. Following her conviction, Federal Judge John Walker publicly reprimanded her, saying, "Your conduct was the product of naked greed [and] the arrogant belief that you were above the law." Leona Helmsley was sent to jail in 1992 and was released in 1994. In 2002, Helmsley, whose husband Harry died in 1997, again found herself in court after being sued by Charles Bell, a former employee who accused Leona of firing him soley because he was homosexual. A jury ordered Helmsley to pay him more than $11 million in damages.

Frank Sinatra born
Singer and actor Frank Sinatra is born in Hoboken, New Jersey. The son of an Italian fireman, Sinatra formed a singing quartet in his teens. The group won a popular radio talent show in 1935 and began touring small nightclubs. In 1940, Sinatra joined the Tommy Dorsey Orchestra and began topping the charts.
Sinatra soon became a popular screen actor, but after his vocal chords suffered damage in 1952 his career took a drastic downturn. His talent agency dropped him, and he had to plead for roles. For the paltry sum of $8,000, he agreed to play a supporting role in From Here to Eternity (1953)-for which he won an Academy Award for Best Supporting Actor. He went on to receive an Oscar nomination for The Man with the Golden Arm (1955), for his portrayal of a drug addict. His career gained steam as he aged--his voice recovered and his songs became more popular than ever. His first marriage, to Nancy Barbato, produced three children, Nancy, Christina, and Frank Sinatra, Jr. He was later married to Ava Gardner, Mia Farrow, and Barbara Marx, widow of one of the Marx brothers. Sinatra died in 1998.

United States seizes French liner Normandie
On this day, the U.S. Navy takes control of the largest and most luxurious ocean liner on the seas at that time, France's Normandie, while it is docked at New York City. Shortly thereafter, the conversion for U.S. wartime use began.
The Normandie was unique in many ways. It was the first ship built, in 1931, in accordance with the guidelines laid down in the 1929 Convention for Safety of Life at Sea. It was also huge, measuring 1,029 feet long and 119 feet wide. It displaced 85,000 tons of water. It offered passengers seven accommodation classes (including the new "tourist" class, as opposed to the old "third" class, commonly known as "steerage") and 1,975 berths. It took a crew of more than 1,300 to work her. But despite its size, it was also fast: capable of 32.1 knots. The liner was launched in 1932 and made its first transatlantic crossing in 1935. In 1937, it was reconfigured with four-bladed propellers, which meant it could now cross the Atlantic in less than four days.
When France surrendered to the Germans in June 1940, and the puppet Vichy regime was installed, the Normandie was in dock at New York City. Immediately placed in "protective custody" by the Navy, it was clear that the U.S. government was not about to let a ship of such size and speed fall into the hands of the Germans, which it certainly would upon returning to France. In November 1941, Time magazine ran an article stating that in the event of the United States' involvement in the war, the Navy would seize the liner altogether and turn it into an aircraft carrier. It also elaborated on how the design of the ship made such a conversion relatively simple. When the Navy did take control of the ship, shortly after Pearl Harbor, it began the conversion of the liner-but to a troop ship, renamed the USS Lafayette (after the French general who aided the American Colonies in their original quest for independence).
The Lafayette never served its new purpose. On February 9, 1942, the ship caught fire and capsized. Sabotage was originally suspected, but the likely cause was sparks from a welder's torch. Although the ship was finally righted, the massive salvage operation cost $3,750,000--and the fire damage made any hope of employing the vessel impossible. It was scrapped--literally chopped up for scrap metal--in 1946.
