The answer is No, it is ILLEGAL to sell used catalytic converters. It is illegal. It is a FEDERAL LAW. Used converters cannot be resold for use in another vehicle. You can recycle the converter, but no shops or salvage yards are allow to resell used converters. Only brand new, in the box in original packaging cats can be legally installed.
