You would have to pay the car off or.... refinance with another bank in another state that will give you the title. I researched this a couple of years ago. California doesn't give a title when you buy here which sucks.

That's correct, pretty simple. As long as you show Cali that it's registered in another State with a registration card and/or title, you don't have to register in Cali any longer. Even if it's financed, the finance company just holds the title anyway until it's paid off or refinanced.
