Any way to get special plates? or registration

So in Oregon the have Special plates/ registration.... to where if your car is a show car or drag car you never have to get smog done again and you can only drive the car a couple hundrend miles a month... anything like that here?

they have collector car plates for Cali, but it can only be trailered and not street driven. Good only for show purposes. That's what I like about Oregon and Washington. Damn Cali!
