PCS Funding Restored

Background:
In order to maintain adequate funding for our manpower accounts due to high retention and low attrition and the consequent over execution of end strength in FY09, in April 2009, the Navy placed a temporary hold on PCS moves. Navy detailers created mitigation and prioritization plans in response to the $89M shortfall, rolling some FY09 orders into FY10. This caused ~12,000-14,000 orders originally planned for FY09 and 1st quarter FY10 to be placed on hold. This week, Congress approved the Defense Supplemental Bill which will provide funding to resume PCS moves. This restores FY09 to its original $609M, with $481M obligated to date.

Talking Points:

• In April, we placed a temporary hold on some PCS moves to remain within budget this fiscal year. This option allowed the least disruption to the lives of our Sailors and their families.

• Since April, Navy issued a limited number of orders for Sailors completing Individual Augmentee, GWOT support assignments and new accessions.

• In keeping faith with our Sailors and their families, Navy leadership made PCS funding a priority in our discussions with the Congress.

• Earlier this week, Navy’s supplemental funding request passed both the House and Senate. Accordingly, we have authorized the Navy Personnel Command to resume normal order writing for the fourth quarter of FY09 to enable Sailors and their families to move this summer.

• In preparation, approximately 1,600 PCS orders are ready to release and approximately 9,200 enlisted Sailors who had their FY09 Projected Rotation Dates deferred to FY10 will be given authorization to begin their negotiations for follow-on orders.

• To the maximum extent possible, we will honor Sailors' originally agreed-upon assignments and will work with each individual to minimize disruption to them and their families.

• Those with the nearest rotation date and overseas orders should expect to see PCS orders first.

• Taking care of our Sailors and their families remains one of our top priorities. We thank our Sailors for their patience and understanding throughout this process.
