After you click the new thread button, scroll down the page till you see "poll" its near the bottom i think

Oh, maybe you have to be a moderator for that function.....

I made a poll before and I wasn't a moderator...
His, like Joe said, go all the way to the bottom of the new thread you're posting and there is a small box for "post a poll" check the Yes box.
